Rules of procedure
The rules of procedure is established annually by the Board of the Department of Chemistry. The rules of procedure includes the distribution of responsibilities and decision-making authority.
General principles on the distribution of decision-making authority
Below is a brief summary of the principles for delegation within the Department of Chemistry:
- Delegation refers to the transfer of decision-making authority from a higher function to a lower function within the organisation. The lower function is thereby given the authority to make decisions with the same effect as the higher function. Decisions made under delegation are formally made on behalf of the university.
- With delegation comes responsibility. A decision to further delegate is an active measure, and the person who delegates further retains the responsibility to ensure that the recipient of the delegation has the conditions to complete the task. The delegator also has a responsibility to continuously follow up on their delegation decision, and a prerequisite for a delegation decision is upward communication.
- A delegation must be in writing and recorded in minutes or decisions, and registered.
- If it is unclear whether a certain matter is covered by a delegation, or if there is doubt about whether further delegation is possible, the recipient of the delegation should refer the matter back to the instance or the individual who issued the delegation for clarification.
- Delegation of decision-making authority can be revoked at any time.
Further delegation may only be made to the head or manager within the department, unless otherwise clearly stated.
